AMERICA
started yesterday to uncover its evidence of an alleged Chinese plot to meddle
in the 1996 US election.
The
move is likely to create new tension in Sino-US relations ahead of an imminent
visit to Beijing by Vice President Albert Gore. The plot is said to have involved
the secret and illegal funnelling of $2 million in cash to at least 30 Democratic
campaigns in the congressional races, as well as Mr Clinton's re-election effort.
While
China maintains it is a victim of "malicious fabrications", US officials stated
that eavesdroppers at the super-secret National Security Agency, the Pentagon's
global spy system that targets communications by foreign governments, first detected
the scheme early last year, and informed counter-intelligence experts at the FBI.
The
information was then passed to Attorney General Janet Reno in May, who told reporters
that a decision was made to pass the evidence to Anthony Lake, the White House
National Security Adviser. Both Mr Lake and President Clinton caused surprise
by saying that they were kept in the dark until last month about the plot, despite
the fact that two aides to Mr Lake were warned by the FBI in June. Officials in
Washington said that the scheme emerged from the routine monitoring of secret
communications between Beijing and Chinese diplomats in the United States.
NSA
experts are legendary in the espionage business for their skills in picking up
information at their headquarters at Fort Meade, Maryland. In a previous clandestine
operation, they secretly recorded conversations of China's ambassador to the US
using remote microphones disguised as fallen branches put near benches within
the Chinese Embassy compound in Washington.
This
time, the Chinese were caught out by intercepts of electronic messages to the
Washington complex. NSA passed on the information to the FBI. Officials say that
it remained unclear whether China eventually went ahead with moving cash to the
campaigns.
The
Chinese "connection" in a current influence-peddling scandal in Washington is
growing increasingly important, with controversy raging about why Mr Clinton has
backed the idea of leasing an abandoned Navy base at Long Beach, California, to
the Chinese state-owned Ocean Shipping Company. The move would allow the Communist
government to establish a valuable beachhead on the West Coast for its merchant
force of 600 ships.
